This costume is not available during Halloween Events.
Events
This power was given away at San Diego Comic-Con 2011. The codes were printed on cards that included the attendees' name and photograph. It was later awarded as a prize to some people who watched UStream chats.
Paragon Market
It was also available as part of the Imperial Defense Force Transformation Power Pack for 240pp until August 20, 2012.
