Briefing

Welcome to the Powers Division, recruit.

Today you will have your first live fire mission. You've been assigned to Reese, one of the Top Dogs in the Powers Division.

Before you meet with him, I'd like to send you through basic training.

Click on any of the lines of text below to continue this conversation.

If you choose BEGINNER, you will be taught the game play basics before meeting Reese. Only choose VETERAN if you are already familiar with combat, navigation, conning, and power usage in City of Heroes.

  • (BEGINNER) Alright, sounds good. I'm ready for basic training. (A)
I'm going to send you to some of my associates.
They will teach you combat basics, and how to use your powers. Be sure to make good use of their expertise and they will teach you the skills you need to tackle whatever mission Reese might throw you into.
Are you ready?
As you go through the tutorial, you will see dialog options labeled (Optional). These options will allow you to learn more about the subject being taught, or more about the lore of Praetoria.
  • Yes, where to?
  • (Optional) There's something else I meant to ask you.
This selection loops to another branch of this conversation which is already documented. (A)
  • (VETERAN) I'm a veteran, I don't need to go through bootcamp again.
  • (Optional) Wait, something isn't right here.
What? What is it that is bothering you, Character?
  • (Optional) Where am I? (B)
You must not be from around here. This is Praetoria, Emperor Cole's utopia.
The Powers Division is a special division of the Praetorian Police Department: the PPD. Most of the PPD do the day-to-day maintenance of the peace, but the Powers Division is called in for missions that require your special skills. Just because you have super powers doesn't mean you're better than anybody. It means you have a civic duty to serve.
Me? I chose this job because I believe in Emperor Cole's vision.
  • What is this mission you mentioned?
This selection loops to another branch of this conversation which is already documented. (A)
  • (Optional) What? I didn't join the Powers Division!
This selection loops to another branch of this conversation which is already documented. (C)
  • (Optional) Yeah, right. (D)
Look, kid. You obviously don't like me, and I don't like your attitude. But if you want to get out of the Powers Division already, you'll have to go take it up with Reese.
  • Alright, I'll do that.
Before you meet with Reese, I'd like to send you through basic training. This will teach you the skills you need to tackle whatever mission Reese might throw you into.
Unless you're good to go, of course. Can never tell how much you Powers Division people already know.
  • (Optional) What? I didn't join the Powers Division! (C)
Hahaha. And yet here you are.
If you have super powers, want to carry a gun or other weapon, or are an expert in unarmed combat, you join the Powers Division.
It's the law. We have a 100% recruitment rate.
  • Fine. What is my mission?
This selection loops to another branch of this conversation which is already documented. (A)
  • (Optional) I can't own a weapon or be a martial arts expert without being in Powers Division? (E)
Why would you want a weapon? Emperor Cole has abolished war and outlawed all forms of unauthorized weaponry. The only reason to have unauthorized weaponry would be to commit crime.
  • Fine. What is my mission?
This selection loops to another branch of this conversation which is already documented. (A)
  • (Optional) What about self-defense?
The PPD and Powers Division defend the people from all outside threats. You don't need self-defense.
Unauthorized thugs with weapons are a threat to public safety.
But as a member of Powers Division you have full authorization to use lethal force against anyone using unauthorized weaponry.
  • I'm ready to enforce public safety.
This selection loops to another branch of this conversation which is already documented. (A)
  • (Optional) What about freedom? You people are insane!
This selection loops to another branch of this conversation which is already documented. (D)
  • (Optional) Wait, I've never heard of these laws!
This selection loops to another branch of this conversation which is already documented. (B)
  • (Optional) Yeah, we'll see about that.
This selection loops to another branch of this conversation which is already documented. (D)
  • (Optional) Powers Division? I don't have super powers. (Natural origin only)
Hahaha. Your natural abilities far surpass those of normal beings.
If you have super powers, want to carry a gun or other weapon, or are an expert in unarmed combat, you join the Powers Division.
It's the law. We have a 100% recruit rate.

Talk to Interrogator Hoffman

First speak to Interrogator Hoffman. He'll give you a chance to use some of your powers.

He's in the parking lot behind me, talk to him and he'll tell you about how to use your powers and gauge your opponents.

Your compass shows your current task, as seen here.

Briefing

Hello Character, glad to have you on our side. I will be in charge of getting you combat ready.

Show me what you've got. Test out your powers on one of these broken clockwork target dummies.

Click on a clockwork or hit the Tab key to select it, then hit F to get in range.

You can click on the powers in your tray to activate them.

Tut P Tray small.png

  • Sounds like fun.
  • (Optional) What's wrong with these clockwork?
The Resistance sometimes hacks our clockwork and turns them against us. I have a few clockwork here that were reclaimed from the Resistance. Unfortunately, in my attempt to retrieve data from them, they seized up into this malfunctioning mode that wiped their memory.
They're useless now.
  • I have a great use for them. Target practice.

Briefing

Nice one. I'd say you're ready. Get yourself over to Dr. Steffard, he'll tell you more about how to use your powers.

He's not far, just up the street to my right here.

  • Okay, thanks.
  • (Optional Help) I can't attack fast enough.
You can't just attack non-stop. That's because all powers have a recharge time.
When you use a power, it goes dark until it recharges. If you attempt to use it before it finishes recharging, you will queue it up for use as your next attack.
The simple powers you have right now have relatively short recharge times. Powers you earn later in your career are more powerful, but take longer to recharge.
Tut P PowerRecharging.png
  • Ok, I get it. I think I'm ready for some action.
  • (Optional Help) These guys are real pushovers.
True, but you will meet tougher enemies. There are three basic ranks:
Minions, like these, are the weakest and are easiest to defeat.
Lieutenants are stronger, and have more attacks.
Bosses are the strongest and are particularly resistant to status effects. You may need backup when fighting a boss.
When you target an enemy or ally, you can note the difficulty of that target by the color of the name.
Gray names mean the enemy is quite weak and worth no rewards.
Green and Blue names mean they are weak and give minor rewards.
White means they are the same level as yourself and give normal rewards.
Yellow, Orange, and Red names are enemies that are tougher than you.
Purple names mean enemies that are vastly superior to you. If you train hard and hone your powers, you may eventually be able to take on purples.
  • Ok, I get it. I think I'm ready for some action.
Right. Get yourself over to Dr. Steffard, he'll tell you more about how to use your powers.

Hello. I'm Dr. Steffard. You must be the new recruit.

Ah, here you are. Character, a lovely Archetype. I saw you demolish that robot with great panache! Impressive.

My research on super powered individuals is indeed extensive, my resume vast. I have extrapolated theoretical super powered beings that were then found to exist in the wild!

My theories on Origin supers of course predicted you could exist; so I know everything about how your powers work. I...

  • I'm in a bit of a hurry. Could you sign these papers? (A)
Sorry, here I am talking away at you; you should probably be heading over to Reese to get your mission. Make sure you take these papers. They have your medical clearance that you are combat ready.

  • (Optional Help) How do I not die while 'defending peace'? (D)
Ah, do not worry. When you joined the Powers Division, you were tagged by the Medicom.
The Medicom monitors your current medical status at all times, and if you are defeated, it can instantly transport you to the nearest medical facility where you will enjoy a speedy recovery.
Of course, if you have a nearby associate who can revive you, you can wait for that instead by just not clicking Go to Hospital.
Tut P GotoHospital.png
  • What a relief. I really should be going.
This selection loops to another branch of this conversation which is already documented. (A)
  • (Optional) Glad to hear it. How reliable are these Medicoms?
Quite reliable. Why, once you have had a Medicom frequency applied to you, it cannot be undone. So no matter what, even if you left the Powers Division, you would still be covered.
... Of course if you traveled to another dimension or something, it probably wouldn't work. Unless they somehow had an identical Medicom system. But that's highly unlikely, unless that dimension was a near-mirror of this one.
Some people surmise that these devices are so advanced that they must be alien technology! This is nonsense, as the technology was developed by Dr. Keyes himself, a brilliant...
...

Talk to Reese

Unnecessary Solicitation Hello Character, I'm tickled pink that you'd come talk to me without having any particular reason to do so.

Perhaps you've come to hear some of my dissertations on inter-origin power deconstruction? No? Perhaps my grand unifying theory on hero costumes? Not that either? It has a really good bit about the deficiencies of capes. No? Well I guess I won't waste anymore of your time.

Mission Objective(s)

  • Talk to Reese
    • Precinct Five

Welcome to Praetoria

You'll need to talk to Reese. He's a pretty busy guy, but if you want to get anywhere in Praetoria, you'll have to talk to him.

Wait a sec, there's something on my comm...

It's The Destroyers!

They're assaulting the precinct! Get over there, Character.

  • Where can I find Reese?

Reese will be on the near side of the precinct, fighting off the Destroyers. Just go up the street behind me and turn left; you can't miss him.

Talk to Reese

Unnecessary Solicitation

Good luck, Character.

Mission Objective(s)

Briefing

Hey new recruit, don't just stand there lollygagging. Can't you see we have a situation here?

Here are some enhancements, they'll increase your damage output a bit.

Get them slotted and we can get started.

  • I'm ready now.
This selection loops to another branch of this conversation which is already documented.
  • (Optional Help) How do I slot and use enhancements?
Use these enhancements to improve your powers.
Click Enhancements on the Powers Tray to see the enhancements you have. On that tab, click Manage to go to the enhancement management screen.
You can put each enhancement on a different power, or stack them both on a single slot to get a slightly stronger one.
Tut P TwoEnhancements.png
  • I'm ready now. (A)
I got the memo about you, Character. You're being assigned to my division for a while.
Do you know who I am? I am a Top Dog in Praetor White's Powers Division. That means I'm famous, well known, and respected.
However, I have a task that can only be handled by an unrecognizable greenie. That's you.
  • What do you need me to do?
  • (Optional) What's going on here? (B)
The Destroyers are assaulting the precinct, what's it look like? Feel free to take down a few on the way to your mission, but as you can see, I pretty much have it under control.
  • Sounds like a plan.
  • (Optional) Who are the Destroyers?
The Destroyers believe in only one thing: the strong make the rules. They've been getting more violent every day, but they are disorganized anarchists. So once I wipe them out, they're gone. I'll probably be done with them by the time you get back out.
The Resistance are another thing entirely; they are subverting members of our orderly society with their lies and propaganda. I need an insider to weed them out. That's where you come in.
  • Me? What can I do?
  • (Optional) I don't want to be part of this, I have my own things to do.

Throwing in the towel your first day on the job? That's funny. You don't tell me when you resign, I tell you when you resign. Look here, you slimy weasel, you work with me or you disappear. We don't let powered individuals roam free on the streets unless they are serving Emperor Cole.
  • Whatever. What's my mission?
  • (Optional) What's going on here?
This selection loops to another branch of this conversation which is already documented. (B)
  • (Optional) I work for me, got it? (D)
That's nothing new, that's why I picked you for this mission.
You've got spirit. I've got a lot on my shoulders here and I need someone who I don't need to babysit. If you can prove yourself on this mission, I will make it worth your while.
  • Fine

Welcome to Powers Division

I need you to infiltrate the Resistance.

There are Destroyers all over the streets, it's a mess. Don't be fooled, however. They're just pawns of the real threat to peace in Praetoria: the Resistance.

The Resistance is always looking for new recruits. I've made it known that you aren't happy being inducted into Powers Division. This should be enough to get your foot in the door. The rest is on you.

  • Where should I go to find the recruiter?
There's a Resistance recruiter that is ready to meet you. Go to the door under the nearby underpass; that door will take you into the underground.
Once you make contact with the Resistance member, I will send in additional troops to arrest him and his buddies.
Be careful, the Resistance will tell you anything to get you to join them. Don't fall into the trap of believing their lies.
  • (Optional) There's something else I meant to ask you.
This selection loops to another branch of this conversation which is already documented. (A)

Unsolicited Contact

You need to enter the underground, I will send in backup once you make contact.

Follow the marker on your compass to the underground entrance. If the marker gets deselected, you can reselect it by clicking on the mission tab, then selecting the mission from Reese.

Mission Objective(s)

You've made your way into the den where the Resistance are. Up ahead, you can hear the sound of a Clockwork repairing itself.

A-a-affirmed. First p-p-programmed s-s-speech a-a-alert launching.
The Resistance are a g-g-group of f-f-freedom fighters led by Calvin Scott. T-t-their goal is to b-bring down the t-t-yrant, Marcus Cole. H-he has taken away t-too many of o-our l-liberties in the n-name of peace. T-t-the f-f-final straw for the Resistance was the r-r-removal of the freedom of thought. A-a-all t-thoughts of the people of P-praetoria are now m-monitored by th-th-the Seers.
However, once you join the Resistance, we will be able to protect your thoughts. Eventually, with Cole's de-destruction, the p-people of P-p-praetoria will be free once more.
Pl-pl-please tell me what else I can prop-properly inform you on.
  • (Optional) Tell me about Emperor Cole
Em-em-emperor Marcus Cole is the Emperor of the Earth. The hi-hi-history books have recorded that he has saved the world countless times over. It is said he has withstood a nuclear attack and has fended off Hamidon with his bare hands. The pe-pe-people of Praetoria believe that he is a god come to show us the way to perfection.
He claims re-re-responsibility for saving Praetoria from the br-brink of total destruction and creating the ut-ut-utopia that it is today.
  • (Optional) How does Cole keep the peace here? (E)
The Praetorian Police Department or the P.P.D. are Cole's po-po-police force that are given full authority to keep peace in Praetoria. The people are do-do-docile for the most part, so there is not much of a need for them on a da-da-daily basis.
There are several divisions of the P.P.D., such as the Powers Division, a gro-gr-group of beings with super powers. You were id-id-identified as a member of the Powers Division - ev-ev-every being in Praetoria who has heightened abilities mu-mu-must be registered with the Powers Division. Praetor White is in charge of the Powers Division.
  • (Optional) What does your database say about Praetoria?
Praetoria is the ca-ca-capital city of Earth. It acts as the seat of power for the rest of the world.
It is broken up into a se-se-several districts. We're currently below No-no-nova Praetoria, the heart of Praetoria. This is wh-where Emperor Cole's tower is located. You can see the to-to-tower from anywhere in the city. Imperial City is the thriving business area you may have seen across the river before you came down here. Finally, there is Neutropolis which is where all the scientific research and de-de-development are done.
  • (Optional) Tell me about the other Clockwork.
The Cl-cl-clockwork are Praetoria's work force. We were in-in-invented and designed by Anti-Matter. We do the work that others do not want to-to-to do. We are also used by the P.P.D. to help retrieve anyone they believe is going to be a problem. We ask no questions and do exactly as we're told.
Some Clockwork, like myself, have been repr-pr-programmed by the Resistance to serve their purposes.

The Re-re-re-resistance are a small group of people who believe that Cole's rule is not what it appears to be. Most Resistance members in Praetoria would be immediately recognized by the monitors topside, so must stay underground to avoid capture.
The Resistance fights for tho-those who have been run over by Cole's governmental machine, trying to help those who can't help themselves while att-att-attempting to change the government by any means necessary.
  • I'm ready to go (C)
I ha-ha-have been told to direct you to the do-do-door up ahead. You ca-ca-can destroy it to mo-mo-move forward. I will stay here in the me-me-me-meantime until events on the su-surface have calmed.
You now have a choice - you can choose to leave the Clockwork down here, or convince it that the PPD have cleared away from the surface. If the Clockwork goes to the surface, the PPD will scan it for all information regarding the Resistance, then destroy it.
These minor choices will appear throughout your travels in Praetoria. They will not change your alignment, but will affect the dialog and story.
  • (Leave)
  • (Optional) (Convince the Clockwork to go topside)
Understood Character, I will re-re-return to the surface. Thank you for your assistance.
  • Not a problem.

A few moments after the Clockwork leaves the warehouse, you receive information on your PDA from Reese, saying that they have captured the Clockwork you sent up and are in the process of retrieving information from it.

Reese reports back shortly afterwards that they were able to discover the location of a Resistance base from that Clockwork. A squad of PPD are now on their way to the hideout.

Briefing

Whew, man, just our luck huh?

PPD chase us right into an old ghoul den! Sure hope that Wrencher is doing OK...

Anyway, the name's Rothstein. You're that new guy / gal that we're getting from Powers Division, right? Good to have you on board to help us.

Despite talking face to face with a high-ranking member of the Resistance, you won't be able to bring him back to the Loyalists, given the sheer amount of support he has around him.

  • Thanks! (Leave)
  • (Optional) Tell me more about the Resistance. (A)
I'll talk to you in plain talk for now, don't wanna get you all confused.
Us, the Resistance? We're the last, best hope for humanity here in Praetoria. Cole's got all these people brain-washed into thinking that what he decides is best for everyone. But really, it's all just what's best for him.
Did you know folks can't own their own guns in Praetoria without having to sign up to join the PPD or Powers Division? It's nuts! Cole claims it's because, 'you don't need guns for your own protection when we're protecting you'.
Us in the Resistance, we're all about power to the people and givin' it to them no matter what.
You wanna know about them ghouls too, or you goin' forward?
  • Good to know. I need to get moving, though. See you around. (Leave)
  • (Optional) Yes! Tell me about the Ghouls.
Yeah, we ain't really sure what they are. Some of the older guys in the Resistance say that they just sort appeared one day in the tunnels. Ever since then, we gotta be careful of where we go. You get ambushed by a horde of those things, you ain't coming back.
Those ghouls will eat you alive if they get the chance - they're nothing but a bunch of monsters. Some folks say that we made them, but seriously, what're we gonna use to make those monsters? I wish we could make ourselves an army of monsters to throw at Cole, believe me!
So you wanna know more about us, or you gotta be headin' forward?

Those ghouls will eat you alive if they get the chance - they're nothing but a bunch of monsters. Some folks say that we made them, but seriously, what're we gonna use to make those monsters? I wish we could make ourselves an army of monsters to throw at Cole, believe me!
You know somethin', nobody here really stops to smell the roses, y'know? I got a little somethin' for ya, Character.
  • No thanks, I'm good.
