The Mole Point Operator is an NPC in the Crimson Falls neighborhood of the Cascade Archipelago. He will calibrate the Mole Point teleporter in the Get Scientific Supplies to Dr. Ada Huxley mission from Dr. Boyd. His coordinates are (-119.5, -1784, 2737).
Even if you haven't done the specific mission mentioned above, you can click on him and he will give you access to the Mole Point. He gives the following message:
Glad you're here. Here's the key to this Mole Point. That teleporter will take you back to Firebase Zulu. And you can use the Mole Point at Zulu to get back here.
