Think this is a Rogue mission in Paragon City, not a Hero one
I say this having run it on a rogue in this range about a day before shutdown. That might account for it having no Vigilante text at all, not even the first option. At any rate, I can't think of any other tips shared by Rogue tourists and Heroes/Vigilantes at home.
