There's a great young historian you should talk to named Wyatt Anderson. He's an expert on the history of all things super-powered, and he can be a big help to new heroes like you. He's especially interested in taking down the Clockwork and the Trolls. Wyatt's research has him in Steel Canyon these days.

Wyatt has a wealth of information.

There's a Hmong businessman named Kong Bao who's a real leader in his community. You should talk to him. I'm sure you'd find him quite helpful, especially when it comes to the Tsoo and the Circle of Thorns. Mr. Kong has strong ties to Skyway City.

You will be helping a great man, Character.

I suggest you go speak to Sgt. Suzanne Bernhard in the street crimes division. She's a good person to know, especially when you're dealing with the Tsoo or the Council. Sgt. Bernhard works the desk in Skyway City.

Suzanne always has her eyes on the streets.

Have you ever met Vitaly Cherenko, the mystic healer? He's a walking hospital, only he uses magic instead of bandages. You should talk to him and see if you can help each other defeat the Tsoo and the Circle of Thorns. Vitaly can usually be found in Skyway City.

Many people don't understand the work Vitaly is doing, but that doesn't mean it's not important.

Did you ever see that weekly paper, the Asian Paragon? Well, its publisher, Olivia Chung, is a great woman. She knows all about what's going on in the immigrant community and has helped more than one hero sort out a jam involving the Vahzilok or the Outcasts. Olivia has her offices in Steel Canyon.

You won't meet many people as good-hearted as Olivia.

Dr. Ann-Marie Engles is a real expert in the field of cybernetics. She is fascinated with the technical aspect of the Vahzilok and the social impact of the Outcasts. Dr. Engles has set up shop in Skyway City.

You'll learn a lot from Dr. Engles; she's always happy to lend heroes a hand.

Agent Pavel Garnier from the FBI asked me to send you to him. He thinks you could help him with some of his cases involving the Vahzilok and the Outcasts. Pavel is currently looking into something in Skyway City.

A positive connection with the FBI is a very good thing to have.

I know this guy, his name's Cho Ge. He's a little shady. He even used to be a gangster, but these days he's working for the good guys. He knows everything about the Tsoo and the Council. Cho Ge hangs out in Skyway City nowadays.

As long as you watch your step with Cho Ge, you will benefit from his knowledge

Maggie Greene is a class act and a good reporter. She'll do good by you. Her investigations have led her to focus on the Clockwork and the Trolls. Maggie files her reports in Skyway City.

Maggie has better instincts than almost anyone I know. Listen to her and you will have plenty of action.

You'd never guess it to look at her, but the sculptor Virginia Hoffman really knows a lot about what's going on in this town, especially with the Tsoo and the Circle of Thorns. You should talk to her. Ms. Hoffman lives in Steel Canyon these days.

Virginia is very eccentric, but she has a good heart and is really interested in doing the right thing.

Did you ever hear of the Red Tiger? He retired right after the war, and now he's just Jake Montoya. He may not wear a costume anymore, but he can sure help those who do, especially with information on the Clockwork and the Trolls. Jake has retired to Skyway City.

Jake has his eye out for new blood to take up the mantle of heroism.

Have you ever read Juliana Nehring's column? She's an Internet reporter who specializes in super-powered villains. She's always looking for new sources to help her investigate the latest Vahzilok and Outcast activities. Juliana files her stories in Skyway City.

Juliana is tough as nails and is willing to do whatever it takes to get a story.

Detective Karen Parker has a great reputation as a tough but fair-minded cop. If you're respectful and show her you're competent, I'm sure she'll be happy to work with you on the Tsoo and Council. Detective Parker investigates crimes out of the Skyway City precinct.

Detective Parker can be harsh, but only when it's warranted.

Do you have any contacts with Hero Corps yet? Even if you do, you should really talk to Colleen Saramago. I think she'd be happy to give you some assignments dealing with the Clockwork and the Trolls. Hero Corps has stationed Colleen in Steel Canyon.

Hero Corps has a very good information network.

FBI Special Agent Warren Trudeau would like to have a word with you. He's particularly eager to work with new heroes like you in combating the Tsoo and the Council. Agent Trudeau is on special assignment to Skyway City.

I think you will find Agent Trudeau to be very helpful.

Level 20-24

Claire Childress is as much a part of the spirit world as our own. Some say she's flighty, but there are few in Paragon City who can provide more aid to one who seeks to battle the Freakshow or the Family. Claire has access to Training Enhancements.

I think you should meet Andrew Fiore. Not only can he sell you quality electronics, but he's got information about lots of less savory business deals. He's helped more than a few heroes, especially with information about the Freakshow and the Family. Andrew has a lot of sources that give him access to Training Enhancements.

Andrew is a businessman first, but it's in his best interest to keep the heroes he works with up to date on information.

I think you should talk to Vic Garland. He's a civil rights activist who's doing some important work against the Freakshow. He's also more than a little curious about the Family. He could really use your help. Vic has access to Training Enhancements.

Vic is uncompromising and fiercely loyal.

There's a noted weapons expert named Jake Kim who's in town trying to stop the spread of illegal weaponry. He is focusing his efforts on the Freakshow and the Family. Jake has access to Training Enhancements.

Jake has a very specific agenda, but he can still help you clean up Paragon City.

I've been asked to tell you that Lt. Colonel Hugh McDougal of the Pentagon's Hero Outreach Program would like to meet with you about the Freakshow and the Family. His military connections give him access to Training Enhancements.

This could provide excellent connections for you in the future, Character.

Have you ever heard of Wilma Peterson from the Department of Waste Management? She's one of the folks in charge of disposing of hazardous waste, like Rikti technology. Debriefing

So, Officer Steil took a bribe from the Lost, then double-crossed them. No wonder they went after him! Only one thing troubles me: Steil said that the Lost wanted him to overlook their raid on a munitions factory. All we've ever seen from the Lost is random violence and chaos. Could it be that there is actually a method to their madness?

Greetings, Character. I'm the Longbow Liaison for the Hero versus Villain PvP zone of Bloody Bay. Bloody Bay is a Player Vs. Player zone. Bloody Bay is VERY dangerous, and if you go there, you almost certainly will be attacked by other players. Do not enter Bloody Bay unless you are willing to engage in Player Vs. Player combat.

If you are interested in entering Bloody Bay, you can get there by climbing up to the rooftop of this building via the fire escape and talking with the helicopter pilot. Once you get to Bloody Bay, you can speak with Warzone Agent Eckman in the Longbow-controlled safe zone. She can provide you with your missions taking place throughout the zone. These missions will allow you to change the course of the battle by providing boosts to Heroes or penalties to Villains. Good luck!

Faultline briefing
Overbrook was built on top of one of the many tributaries leading into the small lake outside of town. Eventually, the city dammed the lake, turning it into the reservoir. Overbrook became a beautiful place, with waterfront property and gleaming skyscrapers. But this was not to last. Right after the war, the archvillain Faultline tried to blackmail the city with his earthquake devices. A few novice heroes tried to stop him, but failed. The villain set off his machinery and leveled Overbrook. No one has heard from Faultline since, and the area adopted his name. A lot of villains have crawled out of the woodwork to claim the ruins of this zone.

Briefing

I'm beginning to think that the Lost may be targeting their violent attacks on specific businesses and facilities. I'm hoping you can help me learn more. I need you to hit the streets and look for clues to the Lost's plans. If I'm right, there's much more to the Lost than meets the eye.

Mission Acceptance

You can find large concentrations of Lost in Boomtown or Skyway City. You should start looking for clues there.

Since the Lost are Paragon City citizens, I'd like you to use this Plasmatic Taser. That way you won't do any permanent harm.

Debriefing

Character, I have never been sorrier to be proven right. It looks like the Lost really are targeting specific locations for their attacks. They also attack a lot of unimportant sites in order to make their raids seem random. But there's no doubt about it: there's a calculating mind guiding the Lost. We need to find out what its ultimate goals are.

Free the students from the Clockwork

Briefing

The Clockwork have overrun a recycling drive, trapping several students voluteers form Paragon City University in the building. They are probably just attracted to the scrap metal, but things could get nasty if they stay trapped in there much longer. Get over to the location I have marked for you and free those students from the Clockwork.

Mission Acceptance

Your only objective is to make sure that the students get out of there unharmed. The Clockwork are probably just looking for scrap metal, but that might not protect those students if the Clockwork start to think of them as threats to their scavenging.

I never thought I'd see the day when recycling could put your life in danger. You've got to get those people out of there.

Rescue those university students from the Clockwork.

Apparently, those PCU students felt pretty inspired by the rescue, Character. I checked in with them and their families, and it looks like they've decided to continue helping the recycling drive, even after all that happened.

People sometimes ask how folks live in Paragon city. Events like this one today are the reason why people can live here, Character. Events like this, and people like you.

Recover Manny's trophy

Briefing

This might seem a little odd, Character, but I have a personal favor to ask you. I have a buddy, Manny, whose house was recently raided by Clockwork scavengers. They stole all the metal in the place, including his track trophy from college. It's a 15-year-old hunk of scrap, but it's the only reminder he has of his life before the war, when he could walk. If you can recover Manny's trophy, I'd sure appreciate it.

Mission Acceptance

Manny tried to get it back himself, but the Clockwork disassembled his wheelchair. He was able to follow them to an abandoned warehouse first. You can take out the Clockwork there if you want, but Manny really just wants his trophy back.

Finding Manny's trophy may seem like a small thing, but it's very important to him. Sometimes the world you save is the world one person lives in, sometimes it's the world we all have to share.

I'm sending you out on a mission of mercy today, Character. I want you to get over to Skyway City and take some of the Lost into custody. If our doctors can examine them in person, they may be able to figure out how to reverse the process that has altered the Lost so drastically.

Briefing

The Clockwork have been stepping up their activity in the Faultline region, stripping the abandoned buildings and the reconstruction sites of every bit of scrap of metal they can get to build more of themselves. The real worry is if they start to get into the dam. Clearing them out is a long term task, but every hero is needed to help keep their numbers down. The city needs a hero to go into Faultline and clear out Clockwork before they can do more harm.

Mission Acceptance

Even though repairs have begun, Faultline can still be a dangerous place, Character. You may want to bring some allies with you. If you can destroy about 20 Clockwork, that should help out.

I guess you've seen those Lost rectors preaching about their new order? It seems like the entire group is some sort of religious cult. In Skyway City, they've started swaying a lot of the homeless to their cause. I need you to get over to Skyway City and take down a few of the lost. Maybe we can convince the rest of the homeless not to join up.

Many of the homeless are desperate for a little comfort, it's easy to see how they can be swayed by the rhetoric of the Lost. But I think you showed them that the Lost are on the wrong side of the law in Paragon City. Combined with the City Council's new outreach program, your efforts may keep a lot of the homeless from wandering down a dangerous path.

Briefing

Have you been to Faultline lately, Character? The City's finally begun to rebuild the place! The Circle of Thorns have moved out, and the villain populations are down. Parts of it are almost as safe as any other part of the city. But there's still a lot of trouble out there. In fact, I recently heard about a young man by the name of Jim Temblor who's having some trouble, and could use some help.

Mission Acceptance

Jim Temblor's problems mirror some of the trouble affecting Faultline as a whole. There's a lot of promise, if it doesn't get crushed beneath the weight of the past.

Faultline briefing
Overbrook was built on top of one of the may tributaries leading into the small lake outside of town. Eventually, the city dammed the lake, turning it into the reservoir. Overbrook became a beautiful place, with waterfront property and gleaming skyscrapers. But this was not to last. Right after the war, the arch-villain Faultline tried to blackmail the city with his earthquake devices. A few novice heroes tried to stop him, but failed. The villain set off his machinery and leveled Overbrook. No one has heard from Faultline since, and the area adopted his name until this day. A lot of villains have crawled out of the woodwork to claim the ruins of this zone.

Recently, the city's begun to rebuild the zone. It won't be easy, and the criminal elements aren't leaving. They found out that many of the pre-war supergroups had their bases there, and are now trying to scavenge the ruins. While Longbow has set up near the dam, and the PPD have done their best to keep the rebuilt neighborhood of New Overbrook safe, every hero who can patrol the area is a big help to the reconstruction effort. Faultline isn't quite the trial zone anymore, but it's not a safe place.
