Overview

Issue 16, unknown title, will be a major revision to City of Heroes and City of Villains.

This article summarizes some of the major features in Issue 16. For more complete details, see the release date's patch notes.

During the 4/28/2009 anniversary event, Positron mentioned Dual Pistols and Demon Summoning, but it is not necessarily linked with a specific Issue release (partial chatlog):

The unsubscribe link for e-mailed Going Rogue newsletters refers to the newsletters as the "Issue 16 mailing list."

In addition, the Going Rogue press release said, "Going Rogue will also introduce two primary new fictional characters representative of this alignment shift in the game's lore: Maelstrom, a pistol-wielding hero gone rogue, and Desdemona, a demon-summoning villain who has been redeemed." Combined with the above information, this makes it appear likely that Issue 16 will be related to the release of Going Rogue, perhaps in a similar fashion to Issue 6 and City of Villains.

Powerset Customization

Senior Lead Animator Christopher Bruce hinted in his Developer Diary for Issue 15 that Issue 16 would include "new, much larger systems we've been working on to support and expand the (character) customization aspect of City of Heroes".

Due to all the spectulation and confusion with Issue 16 and Going Rogue, developer Positron posted here to set the record straight:

Issue 16 is NOT Going Rogue.
