Multiple contact options
There are several people who have helped me since the Rikti War. Perhaps one of them can help you.
Single contact option
I want you to meet someone.

Level 5-9

You should think about talking to Detective Jose Brogan. He's pretty intense, but he's a great cop and a good person to know if you are looking for information on the Lost. His beat is Atlas Park.

Detective Brogan will let you in on some interesting cases.

There's an engineer named Kip Cantorum who knows a lot about illegal technology. You should go see him; he might have some good leads for you on the Vahzilok zombies. Kip's business is in Galaxy City.

Kip should be able to help you.

Have you ever met Paula Dempsey? She's a real pistol and has a great deal of information on the Clockwork. You'll like her, and I'll bet she'll like you as well. Paula hangs out in Kings Row.

Paula has high standards, but I have no doubt you will live up to them, Character.

You should talk to Maurice Feldon some time. He keeps track of anything that's going on in the science world. He's particularly interested in the Clockwork King. Maurice's company is in Galaxy City so you can usually find him there.

Maurice may be a little reckless, but he is very intelligent and he means well.

I'd like you to meet Ron Hughes. He's a reporter, and lately he's been interested in the Skulls. Ron's magazine is located in Kings Row, so that's where he can be found.

Ron believes that science should be used for the good of all.

Juan Jimenez is a great photographer, and he's always got his ear to the ground. You should talk to him and see if he's following any big stories on the Skulls. Juan is currently covering a story in Kings Row.

Juan is always eager to help, and he knows where the action is.

Vic Johansson's good police. He'll steer you towards some interesting opportunities involving the Lost, and help smooth things over with law enforcement. His beat is Kings Row.

Vic is good people, Character. You will enjoy working with him.

Tony Kord is a good person to know. He knows what's happening in the city, especially where the Clockwork are concerned, and he'll often suggest solutions. Tony's company is in Atlas Park, so he usually hangs out there.

Deal honestly with Tony if you want his help.

You ever been to one of Samuel Pierce's parties? He's an event promoter, and he knows how to put on a good time. He also has a nose for trouble. You should meet him, see if he'll give you a tip on the Vahzilok. Mr. Pierce is promoting a new movie over in Kings Row.

Samuel is somewhat cavalier, but he wants the city cleaned up very badly.

There's a young reporter named Linda Summers who you might enjoy chatting with. She's always pursuing some crime related story, especially stories dealing with the Skulls. Linda's latest scoop has her in Kings Row.

Linda responds well to directness and fair treatment.

There's a detective who you should meet. Rachel Torres knows all about the happenings on the streets, and can probably give you good leads on the Lost. She can be located in Galaxy City.

Detective Torres is tough and efficient; you might learn a thing or two from her.

Have you heard of Hero Corps? They're a business that matches heroes up with jobs. There's a liaison named Henry Peter Wong there who's taking on new clients. You should chat with him about the Vahzilok menace. Hero Corps has Mr. Wong in Atlas Park.

Wong is pretty gung ho about Hero Corps; there's no denying that he will keep you busy.

Level 10-14

You should talk to Haley Philips over at the Health Department. She specializes in identifying and dealing with health threats posed by the Hellions and the Circle of Thorns. She's always looking for more help from the city's heroes. She can be found in Skyway City.

Haley has very strong beliefs about safety.

You might want to go see Hugo Redding, a physician's assistant who specializes in taking care of heroes. He also moonlights as a reporter for a medical website, so he's always hearing interesting tidbits about the Hellions and the Circle of Thorns. Hugo hangs out in Steel Canyon.

Hugo is keyed into the latest medical practices.

Dr. Trevor Seaborn expressed an interest in meeting you when I told him about your good work. He's a psychiatrist specializing in criminal behavior, and an expert on the Hellions and the Circle of Thorns. Dr. Seaborn is in Steel Canyon.

Trevor has a brilliant mind, and his insights on criminal behavior are invaluable.

Information

Pharmacist

During the war, when much of the city was torn to pieces and refugees fled for the countryside, Genevieve stayed. She opened up her pharmacy to freely distribute medicine to the sick and wounded. When her supplies ran out, Genevieve worked in the streets, offering aid and comfort to those who badly needed it. As the city rebuilt she stayed with it, continuing to lend a helping hand. Genevieve has recently started reaching out to the city's heroes, providing them not only with medicine, but also with information about the evil deeds she witnesses every day. She has become a valuable resource in the fight to save Paragon City.

Missions (Level 5+)

Talk to Lt. David Wincott

Briefing

Have you heard about the Hollows, Character? Ever since the Trolls moved into Eastgate, the Paragon PD has been fighting a losing battle against them. If you're willing, I'd like you to go talk to Lt. David Wincott of the Trolls Task Force. He could really use your help in reclaiming the Hollows. Of course, we can really use your help here, too. Wherever you'd like to lend a hand, you'll be welcome.

Mission Acceptance

The Trolls are the worse problem in the Hollows, but they aren't the only one. I'll let Lt. Wincott fill you in.

Here's a briefing I wrote up for you. It'll help you understand what Wincott's up against out there.

Icon clue generic.png
Hollows Briefing
Eastgate used to be a nice residential neighborhood with a view of the ocean. Before Trolls moved in, that is. On a quest for more territory, a group of Trolls headed into the sewers under Eastgate with the intent of blasting open a large area. What they didn't know that that there was already an extensive cave warren beneath the area. Their blasts destabilized the ground and collapsed a large section of the zone. When the dust settled, the surviving Trolls realized that they had found an excellent area for expansion. This event became known as the Hollowing. Since the Hollowing, other groups have moved into the area, including the Outcasts, the Circle of Thorns, and the strange rock-like creatures known as Pumicites. The Paragon City Police Department has its hands full trying to expel these threats so that reconstruction on the Hollows can begin.
You might want to bring some friends, The Hollows is no place to be by yourself.

Unnecessary Solicitation

Wincott's a good man who's had a hard time recently. Do right by him, Character.

Icon clue generic.png
Kings Row briefing
A lot of hardworking folks live in Kings Row, home to most of Paragon City's labor force. The place was named after the King Garment Works, but that business went under over twenty years ago. Now, Kings Row is in the hands of all sorts of businesses, from small factories to various Crey subsidiaries. Unfortunately, those damn Skulls have taken over the streets. Some people say that those ghouls belong to some sort of death cult. Whether that's true or not, the Skulls are sure full of trouble.

Keep the peace in Kings Row

Unnecessary Solicitation

Kings Row is like a war zone right now.

Mission Objective(s)

  • Keep the peace in Kings Row
    • Defeat 10 Skulls

You have defeated 10 Skulls.

Enemies

Badge villain skulls.png Skulls

Debriefing

The security force sends their thanks. Good work, Character! It won't be easy to clean up Kings Row, but with your help, we have a much better chance of success.

Recover the stolen jewel from the Circle of Thorns

Briefing

The Paragon City Museum has reported the theft of an ancient artifact, the Jewel of Hera. I'd bet my life the Circle is behind it. Will you recover the stolen jewel from the Circle of Thorns?

Mission Acceptance

The Jewel of Hera was once used to power rituals of revenge. I don't know who the Circle wants revenge against, but I know I want them stopped.

Unnecessary Solicitation

Please find the missing jewel before the Circle of Thorns can unlock its secrets.

Mission Objective(s)

You followed a circle mystic into this cave. You're certain your quarry hasn't noticed you, but you can't shake the feeling of being watched.

  • Defeat jewel thief and his crew
    • Find the Jewel of Hera

You recovered the Jewel of Hera.

You found the Jewel of Hera

Icon clue generic.png
The Jewel of Hera
According to legend, Hera gave this emerald necklace to one of Zeus' many mortal wives. When the girl put the necklace on, she was immediately engulfed in flames. In the millennia since, the necklace has often been used to enhance rituals of revenge.

Enemies

Debriefing

Thanks to you, the Circle of Thorns has been blunted again.

Hit the streets and wrest some artifacts from the Hellions

Briefing

The Hellions have been found with a lot of stolen artifacts lately. Some of the things they're carrying are quite powerful and corrupting; they shouldn't be in the hands of the wisest men on Earth, let alone a bunch of thugs. I want you to hit the streets and see if you can wrest some of these artifacts from the Hellions.

Mission Acceptance

If I were you I'd start in Galaxy City or Perez Park.

Unnecessary Solicitation

The Hellions are still in possession of too many dangerous artifacts. Back to the streets you go.

Mission Objective(s)

  • Retrieve dangerous artifacts
    • Defeat 10 Hellions

You have recovered several artifacts from the Hellions.

Icon clue generic.png
Recovered artifacts
While defeating some Hellions, you recovered three dangerous artifacts: the Helm of Lim'phur, a necklace given to Ann Boleyn by King Henry VIII, and a strange seashell that emits a haunting melody when held to your ear.

Enemies

Badge villain hellions.png Hellions

Debriefing

Good job, Character. These artifacts will be much better off in the MAGI vaults.

Arrest Hell Storm

Briefing

According to my sources, one of the Hellions' high-ranking thugs, Hell Storm, is holed up in a nearby abandoned office. Can you arrest Hell Storm for me? If we can put one of their big shots in jail, it may help us curb the Hellions' violence.

Mission Acceptance

Maybe Hell Storm can tell us where the Hellions are getting their steady supply of artifacts.

Unnecessary Solicitations

I'm counting on you to make that arrest, Character

Mission Objective(s)

This place has been trashed, but you can see signs of organization here and there.

  • Arrest Hell Storm and his crew

You arrested Hell Storm and his crew.

    • Barbadan
    • Boiling Point
    • Char

Notable NPCs

Debriefing

You say Hell Storm was passing on orders from the Hellions' artifact supplier? Very interesting. It could be that there's a greater design behind the Hellions' recent territory grab. I'm counting on you to keep a close watch on these thugs, Character.

Hit the streets and interrogate as many Circle mystics as you can find

Briefing

I'm working on a number of outstanding missing person cases, and I think I know who's responsible for them: the Circle of Thorns. If we only knew the location of more Circle bases, I'm sure we could find a lot of the people who have gone missing. I need you to hit the streets and interrogate as many Circle mystics as you can find. I need the locations of those bases!

Mission Acceptance

You should probably start searching rooftops in Kings Row, or inside the woods in Perez Park.

Unnecessary Solicitation

I still need that info, Character. Lives are hanging in the balance.

Mission Objective(s)

  • Learn Circle's base locations
    • Defeat 10 Circle of Thorns

The last Circle mystic you defeated gave up the locations of several bases.

Icon clue generic.png

Debriefing

Thanks, Character. I'll send some heroes to check out these bases right away.

Go to Kings Row and stop the Circle kidnappings

Briefing

There is an increase in Circle of Thorns activity in Kings Row. They are kidnapping citizens off the streets for use in their dark rituals. I need a hero who can get to Kings Row and stop the Circle kidnappings. The Circle's rituals are performed only at night, and usually in secluded spots like building rooftops to avoid unwanted attention, so start your search there.

Mission Acceptance

If I were you, I'd start looking for mystics in the Gish, or maybe High Park. The Circle prefers the seclusion of rooftops and back alleys for their rituals.

Unnecessary Solicitation

You haven't done enough to discourage the Circle from kidnapping the citizens of Kings Row.

Mission Objective(s)

  • Combat Circle in Kings Row
    • Defeat 10 Circle of Thorns

You have put a stop to the Circle's kidnappings in Kings Row.

Enemies

Badge villain cot.png Circle of Thorns

Debriefing

I've got a number of heroes following up those missing person cases; by putting a stop to the kidnappings, you've made their jobs a whole lot easier.

Put an end to the Hellions' extortion in Atlas Park

Briefing

I guess the Hellions think they own Atlas Park now. In fact, they've been extorting tolls from citizens who wander through the neighborhoods they consider their turf. I want you to put an end to the Hellions' extortion in Atlas Park. Make it clear that they're not the law around there.

Mission Acceptance

I'd start in the Downside neighborhood if I were you. That area's particularly overrun.

Unnecessary Solicitation

The Hellions are still forcing the citizens of Atlas Park to pay for their safety. That isn't right.

Mission Objective(s)

  • Combat Hellions in Atlas Park
    • Defeat 10 Hellions

You have stopped the Hellions from extorting money from the citizens of Atlas Park.

Enemies

Badge villain hellions.png Hellions

Debriefing

The people of Atlas Park can walk down the streets without fear again. I can't think of anything more important than that.

Unnecessary Solicitation

Mission Objective(s)

  • Talk to Security Chief

Briefing

Take this and get on the streets immediately. Stop those Trolls! They've caused a lot of havoc in Vista Plaza and the Astral District.

Icon clue generic.png
Skyway City briefing
Back in the 1970's, there was a huge drive to create highways to relieve congestion in the city. No one would need to drive on the surface streets - instead, we would drive above them! So the city started building high spanning bridges everywhere, and Skyway City quickly turned into one big highway in the sky. Now this zone is home to a street gang that likes to camp out underneath bridges: the Trolls. These are thugs who've mutated, thanks to taking a bit too much Superadine. But watch out; the drug has given many of them inhuman strength and resistance.

Stop rampage in Skyway City

Unnecessary Solicitation

+++ Missing Information +++

Mission Objective(s)

  • Stop rampage in Skyway City
    • Defeat 10 Trolls

You have stopped the rampage.

Debriefing

Good job today. There must be some link between Superadine and these rampages. The Trolls need to be cut off from their supply.
