Charlie Sparks is an NPC who stands near the statue of Galaxy Girl in Galaxy City. He has a lot of connections, and is used in the Get Council Ciphers mission from Shadowstar to quickly disseminated Council ciphers, and in the Rescue the singer from the Tsoo, mission, which takes place during the levels 20 - 24. His coordinates are (920, 32, -840).
