Dampening Fields are a non-physical AoE that prevents teleporting by any means (Teleport, Shadow Step, Recall Friend, Teleport Foe, etc.). They can be found in prison areas (for example, on certain Council, Circle of Thorns, and Arachnos maps) and in Pocket D.
