The only info available about issue 13 is that it will more than likely be a big issue, according to the developers, after the smaller Issue 12.

- A new enemy faction in Issue 13 is pretty much defined by having a shield. [1]

- Shields powerset: "Shields will be a defensive powerset, not an AT. They'll also be useable with any unarmed or right handed weapon powerset" [2]
