Definition

Tier 9
  1. The last power given in a Primary/Secondary power set. (Excluding Kheldians and Soldiers of Arachnos.)
  2. Any godmode power, even if it is not the ninth power in a power set, that acts similarly to the above.
  3. The final level of the Paragon Rewards program, which includes VIP-only items in addition to regular items.
