The follow enemies are treated as True Undead.

Shivans
Shivans, while affected like True Undead, only take 60% of the additional damage.
Spectral Pirates

Bugged Undead Enemies
The Ghosts faction appears to be bugged, with some enemies taking additional damage, while others do not.
In Croatoa, the Lost Souls and Female Apparitions are affected as if they were True Undead. Spirits and Male Apparitions are not affected as if they were undead.

Dr. Vahzilok animates his Cadaver and Abomination through scientific means and they are not True Undead.
