I was a little suspicious of the changes saying that Dark Astoria was NOT VIP-only, so I logged on to my Premium account with one level-22 hero. To my surprise, I was able to zone into Dark Astoria and obtain the exploration badge on top of the hospital. I also showed the new zone day job icon near my health bar.
