Overview
Gravitic Partial Core Conversion is one of the abilities that can be used with the Interface Slot, part of the Incarnate System. This ability is Rare.
Description
For all damaging powers: 25% chance for a 10% Recharge debuff, 25% chance for a 10% Recovery debuff and 25% for a 10% Movement Speed debuff
