A tell in City of ... is the equivalent of a whisper or private message. In fact, it's slash command is aliased to /t, /tell, /private, /p, and /whisper.
tell player name, message
Player name is not case sensitive, however it must include any spaces, punctuation, or special characters.
There MUST be a comma after the player name.
