Overview
Eight Limited Edition HeroClix figures were released with special boxed versions of the City of Heroes and City of Villains games. These figures are valid with any set of rules for playing the HeroClix game.
Team: Freedom Phalanx
"Members of this team act as wild cards. They can use any team ability that any friendly figure on the battle map possesses. They may use this ability once each action."
There are four figures on this team:
- COH01 Statesman (without cape) (118 pts)
- COH02 Manticore (87 pts)
- COH03 Positron (82 pts)
- COH04 Statesman (with cape) (131 pts)
The capeless Statesman was available with the City of Heroes Collector's Edition, while the rest of the figures were available with the City of Villains Collector's Edition.

"When this character takes damage from an attack, it deals 1 damage to the attacker. This damage may not be evaded or reduced."
There are four figures on this team:
- COV01 Lord Recluse (122 pts)
- COV02 Ghost Widow (54 pts)
- COV03 Black Scorpion (72 pts)
- COV04 Captain Mako (52 pts)
One of these figures was inserted randomly into the regular boxed version of City of Villains, and all were available with the City of Villains Collector's Edition.
