The Ship Investigations Officer is an NPC that can be found in the Armory of the Rikti War Zone. She is located at (271, -1188, -2389).
She will call out to anyone who approaches her.
When clicked, she will say the following:
Here is the situation. The Rikti Mothership that crashed here during the last Rikti war has been a constant pain in our side. The Rikti have used its technology and power to contact their homeworld and bring forth more Rikti troops to reinforce their lines. We recently discovered that the mothership is sending out little pylon tendrils to draw power from our grid and feed the mothership, empowering its shields.
If you can get enough people together, you can make a strike at the Rikti mothership.
First you will need to take down the shields. You can do this by taking down 18 pylons in the zone. These pylons can be found in the neighborhoods in and around the crashed Rikti ships. Check your MiniMap. The pylons are TOUGH, so you will need a lot of people to take them down. Not to mention the fact that they reappear pretty readily as well. Having multiple groups taking down different pylons simultaneously will be your only chance of taking down the requisite number of pylons.
Once you have destroyed those pylons, however, the shield surrounding the mothership will drop. This is your chance to strike. We've scouted out 18 access panels on the surface of the ship itself. Your team should break through a few of these and plant explosive devices a small ways within the ship. These explosive devices will cripple the ship, forcing the Rikti to keep it in a constant state of repair. We don't have the firepower to actually destroy that accursed ship, or else we would. You only have a short time to get the bombs planted as well. Once they are able to reconstruct enough pylons, the shield will return, and they will use their own powers to force you off the ship.
Be warned, there is a Master at Arms on the Rikti mothership itself. If enough damage is done to the ship, he will appear to protect her. Take him down at all costs. Once he is down, they will hastily repair the shield though, so be on your toes.
Vanguard wants to encourage dealing damage to this ship, so we have set it up that every Rikti you defeat on the ship itself is worth one Vanguard merit for you and everyone else on your team. With the amount of Rikti on the mothership, you should have no problem amassing large amounts of merits in a very short time.
