Overview
Winter Lords are Giant Monsters that were unleashed upon Paragon City during the Winter Events of 2004, 2006, 2007 & 2008. In the 2004 event, they randomly spawned in each of the city zones, sometimes with as many as 5 at once roaming an area. In the later years, the Winter Lord may spawn when someone from a team of 5 or more people clicks on a Naughty present. They belong to the Winter Horde enemy group.
Description
This is a manifestation of the Winter Lord. He is a creature of ancient power that wishes to bring eternal winter to the land. If he is ever allowed a permanent foothold in our world, endless night will fall.

Defeating the Winter Lord will award the Frozen Fury Badge

Powers
Snow Men Summons Snow Men
Summons Snow Men.
Ice Blast Ranged, Moderate Damage (Cold/Smash), Foe -Recharge, -Speed
Ice Blast hurls shards of ice at foes and Slows their attacks and movement for a time. Slower recharge than Ice Bolt, but more damage. Damage: Moderate, Recharge: Moderate.
Freeze Ray (Ranged) Foe Hold
Although this power deals very little damage, the Freeze Ray encases your foe in a block of ice, holding him helpless in place for a while.
Blizzard (Targeted Area of Effect) Cold/Lethal, Foe Knockdown, -Speed, -Recharge
All foes that pass through this storm will be Slowed, Knock Down and pummeled with wind, cold and shards of falling ice.
Frostbite Ranged, Targeted Area of Effect, Minor Damage over Time (Cold), Foe Immobilize -Speed -Rehcarge, -Fly
Immobilizes a group of foes in icy traps. Deals minimal cold damage over time and slightly slows the targets. Slower and less damaging than Chilblain, but can capture multiple targets. More resilient foes may only be slowed.
Shiver Ranged (Cone) Foe -Speed, -Recharge
You can blast forth a wide cone of chilling air that dramatically slows the movement and attack rate of nearby foes.
Ice Slick Ranged (Targeted Area of Effect), Foe Knockdown, -Speed
You can create a large patch of ice at a targeted area, causing all foes that pass through it to lose their footing. Those caught in the Ice Slick are dramatically slowed and tend to fall down.
Flash Freeze Ranged, Targeted Area of Effect, Minor Damage (Cold/Lethal), Foe Sleep
You can Flash Freeze a large patch of ground beneath a targeted foe, instantly forming dozens of deadly ice shards that do cold damage to all enemies in the area. The victims are left trapped within the icicles, but can break free if disturbed. Only targets near the ground can be affected.
Chill (Point Blank Area of Effect) Foe -Recharge, -Speed
The Winter Lord is so cold, your attack rate and movement speed are reduced just being near it.
Greater Ice Sword Melee, High Damage (Lethal/Cold) Foe -Recharge, -Speed
The perfection of the Ice Sword, your master of it has allowed you to create an enhanced blade of solid ice that deals above average damage. Being hit by this Ice Sword will cause a villain to slow his rates of attack, due to the intense chill.
Foot Stomp Point Blank Area of Effect, Moderate Damage (Smash), Foe Knockback
The Winter Lord shakes the very earth itself with a super Foot Stomp, attacking everything in a nearby area.
Notes
- During the Winter Event 2004, the Winter Lord name became synonymous with power leveling because of the amount of experience teams could gain from taking down the monsters. It was very common for low level characters to advance very rapidly during the event. The way experience is given for Giant Monsters was changed shortly after.
