This badge is currently not being awarded. Apparently, it is intended to be awarded as an accolade for obtaining the following badges:
- Bomb Squad Badge
- Fire Marshal Badge
- Interceptor Badge
- PPD Deputy Badge
- Security Expert Badge
- Villain Disruptor Badge
At this time, Cryptic has no intention of making this accolade awardable due to an imbalance in accolade powers it would cause for CoV which wouldn't have a corresponding power accolade.
