Jake Emmet is an NPC found during one of the Rogue Isles Protector's missions: Freedom Phalanx goes gold!. He's a kidnapping victim like any other, but this character is an obvious reference to Jack "Statesman" Emmert, who used to be the Lead Programmer in CoH, and is now Creative Director.
