Police Liaison
A former navy officer, Detective McLord has joined the Paragon City Police Department to protect the people of Peregrine Island from all the bad guys, maniacs, and scum that would do them harm.
Wrong Detective
I got a lot of work to do, Character, and you're not part of it, at least not that I know of yet. Maybe you need to talk to Detective Selnum.
Too Low Level
I appreciate the thought, Character, but right now you'd get murdered out there. Come back when you're around security level 40.
Initial Contact
Character, the first thing to do is figure out the basic M.O. You're a hero, that's pretty clear. And just in case you don't know how this works, I'll tell you: I give you the frequencies for the Police Band radio, then you help us with some cases if you want. You do that, and when something big comes up, you'll be the first one we'll talk to.
Now that you've gotten a Police Radio, you can start scanning Police chatter to hear about the crimes as they're committed in your current zone. You can then act on a report by selecting it from the Police Radio, listed under your Contacts.

Too Busy
You got too much to do already, Character. Big things, important things. You let us handle this end of things until you finish some of that up.
