Given that the requirements to get to the Rikti War zone has dropped to 35, does that make getting the [[Vanguard Badge]] easier?

Previously, the [[Ace Badge]] was the highest restriction (Level 40 to get to the [[Rikti Crash Site]]), followed by the [[Savant Badge]] plaques in [[Eden]], (Level 33), and then the plaques in [[Crey's Folly]] (Level 30).

Will that mean there will be a rash of Heroes at 35 with an [[CoH AccoladePowers|Accolade]] for better status effects?

If so, will this unbalance the equivalent version for Villains, raising the ire of [[PvP]] players?
