If this gets worked in with the sidekick page (which I think it should), it should be pointed out that exemplaring doesn't affect your security level, just your combat level.  I figured this out when I was on a TF and decided to take a short cut through the RCS.  I think I was around level 35 or so (Manticore tf?) and heading toward CF.
