[[Arbiter]]s are found throughout the [[Rogue Isles]].  All disputes are brought before them, and they  answer only to [[Lord Recluse]] himself.  They know that allowing themselves to be discovered as corrupt will end any protection he affords them. They help the islands run smoothly with their velvet glove in a way no amount of steel fists could.

Most Arbiters are NPCs that are available to train villains after they has acquired enough experience to increase their security level. They also grant titles to villains after they have attained certain security levels.  

[[Arbiter Lupin]] is a respecification contact who provides respecialization of powers for qualifying villains.
